2030 Emissions Reduction Plan
颁补苍补诲补鈥檚 is the basis of the federal government鈥檚 strategy to achieve the emissions cuts needed to tackle climate change and build a cleaner economy.
The plan, and the progress reports that the government has subsequently published, outline the federal government’s plan for how it will reduce emissions by 40 to 45 per cent by 2030 on the path to net zero emissions by 2050. The plan and its progress reports are all required under the Canadian Net-Zero Emissions Accountability Act, which establishes regular milestones for tracking 颁补苍补诲补鈥檚 progress.

February 2026: Our analysis of the second Progress Report
In December 2025, Canada published the on the 2030 Emissions Reduction Plan. Our analysis finds that it offers a credible picture of 颁补苍补诲补鈥檚 progress, showing that the country is not on track to meet聽its climate goals, including its 2035 target and net zero emissions by 2050. However, the report lacks an adequate policy response to the growing gap between the country鈥檚 emissions and its climate targets.聽

December 2023: First Progress Report and our analysis
In December 2023, Canada published the on the 2030 Emissions Reduction Plan. The report shows progress is being made, but deep emissions reductions require quick and effective policy implementation. At the time, we found that current and proposed policies could deliver 85 to 90 per cent of Canada’s 2030 target.

In March 2022, Canada released the 2030 Emissions Reduction Plan. Our independent assessment showed that although the plan was comprehensive, there were five priority policy areas that needed to be quickly developed and implemented to meet 颁补苍补诲补鈥檚 2030 targets.
